First protest filed against $1.8B PRISM awards

West 4th Strategy is objecting to its non-selection for this Defense Department critical personnel and readiness support contract.

A first protest has been filed with the Government Accountability Office regarding awards for a potential five-year, $1.8 billion contract vehicle known as PRISM.

PRISM stands for the Personnel and Readiness Infrastructure Support Management contract, which will support the Defense Department's human resources and payroll activities.

Some of the task areas include program management, business operations, training, engineering and security, health services, logistics, and procurement.

The General Services Administration is managing PRISM and awarded spots on it to 13 companies, a mix of large and small businesses.

Federal Procurement Data System records list these firms as awardees:

  • Capella Partners
  • Concurrent Technologies Corp.
  • CPS Professional Services
  • Cydecor
  • Deloitte
  • Fedwriters
  • Guidehouse
  • IBM
  • Kearney & Co.
  • KPMG
  • Murphy Technology Group
  • Science Applications International Corp.

Left out of that group is West 4th Strategy, which filed a protest on Monday to challenge their non-selection for an award.

West 4th filed its protest on Monday and a GAO decision is expected by Nov. 20. We will track to find out if disappointed bidders also file protests.
