Leidos wants second chance at military family support contract
A proposal from Cognosante won the $582.8 million contract known as OneSource, but Leidos claims multiple mistakes happened in the evaluation.

A proposal from Cognosante, now part of Accenture Federal Services, won the $582.8 million contract known as OneSource. The program helps military service members and their families connected with services.
GSA awarded the contract July 10 and Leidos filed its protest on Monday. Bids
Leidos is complaining about how its technical proposal was evaluated and claims that Cognosante’s proposal should have been rejected. GSA also didn’t properly evaluate Cognosante’s past performance, according to Leidos.
Leidos claims that GSA should have evaluated Accenture Federal's acquisition of Cognosante in May, but did not. Bids for the contract were due in October 2023.
GSA's best-value tradeoff analysis was also flawed, according to Leidos’ protest.
The OneSource program offers around-the-clock access to information, resources and counseling support through the internet, telephone, email, artificial intelligence chatbots and other communication channels.
GSA ran the competition for the Defense Department. OneSource serves about 4.7 million people.
A Government Accountability Office decision on the protest is expected Nov. 6.
