Peraton challenges $1B award to Deloitte

Peraton has lost a $1 billion defense contract for human resources IT support to Deloitte and has now filed a protest to challenge the decision.

The Defense Manpower Data Center organization is using the Alliant 2 vehicle to compete the work as a task order for global enterprise management IT services. The order is now called IT GEMS.

Peraton inherited the incumbent program through its 2021 combination with Perspecta.

The current contract is called World Wide COTS Hardware, Software, Maintenance and Integration Services III. It was competed through the Alliant 1 vehicle.

Perspecta received bridge contract in 2020 to continue providing services to Defense Manpower Data Center. The work shifted to Peraton after the acquisition.

IT GEMS also consolidates another contract known as the Enterprise Management Information Technology Support contract held by Deloitte.

Services under IT GEMS include hardware, software, and systems integration. Some of the global systems being supported include the Real-time Automated Identification Systems, Defense Biometrics Identification System and Joint Asset Movement Management System.

Peraton filed its protest on Tuesday and a Government Accountability Office decision is expected by May 31.

The company is questioning the evaluation of non-price factors -- technical approach, management approach, staffing approach, and past performance. The company is also challenging the best-value tradeoff decision.
