CACI gains second chance at Navy logistics contract

After a protest, the Navy's Military Sealift Command agreed to adjust the solicitation and consider revised proposals.
CACI International may have won a reprieve involving a lost incumbent contract to support the Navy’s Military Sealift Command.
Professional Analysis Inc. originally won the $72.4 million contract to provide logistics, acquisition, supply chain and management support for the command.
CACI subsequently protested the evaluation of PAI’s technical proposal, past performance, price and small business plan.
The Navy has now taken a corrective action, through which it will clarify proposal instructions and the evaluation criteria. Bidders will be allowed to submit revised technical volumes and revised price volumes.
With that move, the Government Accountability Office has dismissed CACI's protest,
The Navy will re-evaluate proposals and document a new award decision. The service branch can either affirm its choice of PAI or make a new award, presumably to CACI.
Meanwhile, the Navy has awarded a $16 million bridge contract to CACI to continue the work until a new award is in place.
