Court dashes hopes for second chance at $1.5B Commerce IT vehicle

The ruling ends the efforts of five companies to secures spots on the Commerce Acquisition for Transformational Technology Services contract, which is poised to open for task order business.
A pause that gave some companies hope of winning at least another chance at a $1.5 billion Commerce Department enterprise IT services contract is now over and they have lost.
In July, the U.S. Court of Federal Claims paused its proceedings and told Commerce to re-evaluate technical proposals from four companies. By the end of the summer, activity at the court picked up with more motions and a fifth company joined the case as well.
The judge ruled in favor of Commerce on Friday and denied the motions for judgment filed by those five companies: Ekagra, CAN Softech, JCS Solutions, The Prospective Group and Syneren.
The ruling effectively ends this case and allows the department to open the Commerce Acquisition for Transformational Technology Services vehicle for business. The contract has 15 winners who were named in September 2022, so this has been a long time coming for Commerce.
CATTS has a one-year base and nine one-year options. The companies will compete for task orders to support Commerce’s IT environment and the chief information officer's organization with enterprise IT initiatives.
