NASA preps final solicitation for $700M engineering contract

NASA expects to release the final solicitation for its $700 million Omnibus Multidiscipline Engineering Services III contract in the coming weeks.

Science Applications International Corp. won the current OMES II contract in 2017. A solicitation for the new OMES III procurement is expected in May and the new contract should be in place by April 2023, according to NASA filings.

SAIC plans to pursue the recompete. Here is a statement they provided: "SAIC has partnered with NASA Goddard to successfully develop and deliver envelope-pushing capabilities on the OMES program. We remain committed to their mission of enabling the future of space exploration and look forward to continuing our partnership."

The single-award vehicle supports NASA's applied engineering and technology directorate.

NASA and its Goddard Space Flight Center are looking for a broad range of engineering support, including instrument systems engineering, software development, analysis services, design services, and testing and verification. Other services will include fabrication and testing, mission assurance and systems safety services, and configuration management services.

The agency is also seeking IT support; documentation help; and demonstration, presentation and conference services.

Proposals should cover these five basic functional areas:

• Technology development
• Pre-formulation and formulation services (essentially early studies and analysis)
• Implementation services
• Operational phase services
• Infrastructure services

The final request for proposals will also include a labor category for interns and co-ops, who can only have a high school diploma and be a college undergraduate student.
