This edition of our weekly executive movement list begins with one company's realignment and ends with a pair of appointments involving boards of directors.

Data Systems Analysts

This series of appointments falls under the overhang of organizational changes involving the government IT services company’s customer delivery and corporate functions, from which three new business units were formed.

Amy Fares has been promoted to senior vice president for the federal civilian and state programs business unit. Mike Donovan is now SVP for the intelligence and critical infrastructure protection programs unit. Robert Wheeler is now SVP for the Defense Department programs unit.

Bill Jones was named SVP for corporate initiatives and strategic partnerships, a role that involves support across all business units and coordination of company-wide efforts.

Expansia

Mark McMullan has moved up to chief solutions architect in conjunction with his fifth anniversary at the service-disabled, veteran-owned technology solutions provider.

He will lead the development and implementation of enterprise IT solutions for functions such as supply chain, technology infrastructure and security.

McMullan first joined Expansia in 2020 as a director for additive manufacturing.

Fedstack

Mike Marshall has joined the federal government business of Smoothstack as senior vice president for client solutions, a role he brings a three-decade background to.

Fedstack is a technology consulting and partner training business touting experience in data engineering, artificial intelligence, application development, digital platforms, cloud computing and infrastructure solutions, and cybersecurity.

Marshall’s career includes senior roles at companies such as Booz Allen Hamilton, Ernst & Young, Deloitte and Verizon. Before entering industry, he served in the Air Force and retired as a lieutenant colonel.

Siemens Government Technologies

Stacie Ohler has joined the industrial conglomerate’s U.S. federal subsidiary as vice president of buildings and energy, where she will focus on defense and national security agencies.

The two-decade market veteran most recently worked as senior director for strategic growth at Ultra Intelligence & Communications. Her career also includes roles at government and non-government entities such as the Air Force, Defense Threat Reduction Agency, Jacobs, Booz Allen Hamilton and HII.

SGT integrates its parent company’s products and other offerings for federal agencies in areas such as digital engineering and modeling, energy solutions and smart infrastructure.

ST Engineering iDirect

Sridhar Kuppanna has joined the satellite communications technology provider as chief technology officer, a role he brings 25 years of experience to.

The subsidiary of Singapore Technologies Engineering touted his background as including telecommunications, virtualization, cloud computing and network orchestration.

Prior to iDirect, Kuppanna spent two decades at the communications software company Ribbon Communications.

Terran Orbital

Michael Young has joined this space systems subsidiary of Lockheed Martin as senior vice president of business development, a role that involves both proposal and partnership functions.

The 28-year defense sector veteran’s career includes leadership roles at companies such as Ultra Intelligence & Communications, Envistacom, and General Dynamics SATCOM Technologies. He also served in the Army for 16 years.

Lockheed completed its acquisition of Terran Orbital in October. Peter Krauss, formerly Terran’s chief operating officer, became its CEO following that transaction’s closure.

RTX

Christopher Calio will become chairman of the board of directors on April 30, a date close to the one-year mark of his start as the company’s chief executive.

Calio is one of the main architects behind RTX’s current structure and strategy, which he helped lead the implementation of as chief operating officer.

Greg Hayes, Calio’s predecessor in both the CEO and chairman posts, will act as special adviser to the CEO through Jan. 2, 2026.

True Anomaly

Frank Calvelli, the Pentagon’s first-ever service acquisition executive solely focused on space programs, has joined the small satellite manufacturing startup’s board of directors.

Calvelli most recently served as assistant secretary for space acquisition and integration at the Air Force, a role established by the Fiscal Year 2020 National Defense Authorization Act that directed Space Force’s creation.

His government career also includes senior roles at the CIA and National Reconnaissance Office.

True Anomaly started in 2022 and completed a $100 million Series B funding round in late 2023.
