Three small firms win spots on potential $300M Navy IT, rapid product contract

Three companies have won positions on a potential eight-year, $300 million contract for enterprise IT services to support the branch's rapid product development and sustainment efforts.

Small businesses eScience & Technology Solutions, Ideamatics and Rite-Solutions will bid for task orders to help design, develop, implement and sustain IT systems and software for the Navy's Program Executive Office for Enterprise Information Systems.

Twenty offers were submitted for the small business set-aside contract with numerous other proposals solicited, the Defense Department said Thursday. The contract has a base five-year ordering period and three-one year options that will only be exercised if the ceiling is not reached.

PEO EIS sought the services for its enterprise business services, personnel and pay, position management, recruiting and accessions, workforce development and distance support functions.

A Deltek description of the contract lists these task areas of support:

  • Requirement analysis
  • Analysis of commercial off-the-shelf software products and services
  • Business process modeling
  • Solution design
  • Development and modernization of existing and new IT software products
  • COTS software configuration
  • Integration
  • Data modeling and data migration
  • Testing and test support
  • Implementation and deployment
  • Sustainment and operations support
  • Technical plans and studies
  • Prototyping and piloting
  • Initial and recurring user training
