Who made it on the Army's new $34.5B RS3 contract... and who didn't

The Army sifted through 387 proposals to name 55 winners for the $34.5 billion Responsive Strategic Sourcing for Services contract. We have the winners and some of the notable losers as well.

The Army has made 55 awards under its $34.5 billion Responsive Strategic Sourcing for Services contract known as RS3, which Deltek called "one of the largest that will be awarded in 2017."

The 10-year, multiple award professional services contract went to 16 large businesses and 39 small businesses. They’ll now compete for task orders for support services related to command and control systems, computers, and intelligence, surveillance and reconnaissance systems, commonly grouped together as C4ISR.

The vehicle combines several incumbent contracts including Strategic Services Sourcing or S3 and Rapid Response - 3rd Generation, also known by the Star Wars like moniker of R2-3G.

Both of those contracts being rolled together for RS3 have multiple primes and many of these failed to make on to the new vehicle. Incumbents that are missing include CACI International,Leidos (thanks to its merger with Lockheed Martin’s IT business), Northrop Grumman, Raytheon and Science Applications International Corp. {I updated this list of incumbents after learning that IAP Worldwide held DRS Technologies contract after acquiring two units of the company. So they have retained their incumbent contract.}

All told, 16 primes failed to win spots on the new contract.

The Army said it received 387 bids so with 55 winners, there are dozens more disappointed companies today than just the incumbents.

I’ve reached out to several companies who didn’t make the cut for RS3 but so far no word back from them. There is a possibility that some not bid but given the size and term of the contract, this isn’t a vehicle many will want to miss.

We’ll track the protest docket over the coming weeks to see if any protests are filed.
