Bill calls for program evaluation

Rep. Todd Platts plans to introduce legislation this month that will require agencies to evaluate program performance regularly. Platts, R-Pa., is chairman of the Government Reform subcommittee on government efficiency and financial management.

The Bush administration would support such a bill, said Clay Johnson, deputy director for management at the Office of Management and Budget. Johnson said the legislation would complement the Government Performance and Results Act.

"The issue with GPRA was there was little penalty for [failing to] follow through," Johnson said.
