What it does: The Labor Department runs unemployment insurance, job training and employment and workers' compensation programs. It collects, analyzes and publishes labor and economic statistics. It administers and enforces labor laws. It promotes equal employment opportunity and ensures free collective bargaining.

Major subagencies: The agency has 14 key divisions, including the Bureau of Labor Statistics, the Occupational Safety and Health Administration and the Employment Standards Administration. There are 568 field offices throughout the states, Puerto Rico, Guam and the Virgin Islands.

2003 budget proposal: $56.5 billion

Things to note

In the 2003 budget proposal, the White House called the $138 million H-1B Technical Skills Training Grants program "ineffective," saying it "does not raise skills of U.S. workers in specialty and high-tech jobs" in order to reduce dependence on foreign workers with H-1B visas. Regulatory reform has been introduced, and some revenue from H-1B fees will be redirected "to clear the backlog for the permanent certification program at the state and federal levels."

One smooth operator: The Labor Department is the lead agency on GovBenefits, a Web site designed to help citizens find benefits suited to their personal needs and one of the 24 initiatives of the president's E-Government Strategy. The agency announced Aug. 7 that 25 new federal benefit programs were added to the site; this now makes 100 programs featured there. Definitely check it out: The agency also is leading Eligibility Assistance Online, a portal for citizens to access government programs and services and another of the 24 e-gov initiatives.

What are the IT challenges the agency faces?

I think the biggest challenge is ensuring that there's coordination of our IT activities, so we maximize the resources we have to support the agency's mission.

What do you look for in companies with which you are thinking of doing business?

A honest reputation and an ability to speak in plain language, not just what I call "tech-ese."

A year from now, where do you see the Labor Department's technology capabilities?

I think we'll be a leader on the president's e-gov initiatives. We were the managing partner on the successful rollout of the first initiative of GovBenefits, and we're continuing to focus on e-gov initiatives here in the department with support from the secretary and the deputy.
The leadership of the department has been key to the success we've had with the e-gov initiative and our technology efforts. [Secretary Chao] has an MBA herself and is a top manager in the way she leads us. And [Deputy Secretary D. Cameron Findlay] has recently assumed a role on the president's management council of chairing the e-government subcommittee. So that reinforces the work we do here.
