Four companies protest a $1 billion award that went to 11 competitors for a broad range of professional services to the U.S. Agency for International Development.
Four companies are protesting a $1 billion award that went to 11 competitors for broad range of professional services to the U.S. Agency for International Development.
USAID eyes this blanket purchase agreement as a flexible buying tool for technical and analytic services. The Federal Procurement Data System pegs the value at $1 billion over 10 years.
The Financing Self-Reliance and Market Led Development BPA covers services to support partnerships, provide technical assistance, build capacity and provide analytic programming to USAID.
Deloitte, Abt Associates, Financial Markets International and DevTech are all arguing that USAID did not conduct the evaluations properly.
A decision from GAO is expected in early to mid-September.

More protests are possible, given the FPDS says 24 bids were received. With 11 winners and four protesters so far, another nine companies could potentially protest.
