Transportation adds pair to $280M agile software BPA

The Transportation Department adds two more companies onto a $280 million blanket purchase agreement that seeks to help move the department toward a more agile approach for software development.
The Transportation Department has added two more companies onto a five-year, $280 million blanket purchase agreement for broad application development and engineering services to help DOT adopt a more agile approach.
Harmonia Holdings Group and Incentive Technology Group in May joined the original 12 awardees as participants on DOT’s Software Engineering Support contract, according to Federal Procurement Data System information.
DOT initially made awards over May and June 2019 for the contract that aims to help the agency transition away from a traditional waterfall method for software development and support a wide digital transformation program.
A total of 38 companies submitted bids at the time, according to FPDS. ITG (acquired by ICF) filed a protest on May 30 that was dismissed two weeks later for some sort of corrective action on DOT’s part.

- Synergy Business Innovation & Solutions

Winners will vie tor task orders to support DOT’s DestinationsDigital program, which was also stood up to shift the department away from developing solutions specific to operating administrations that rely on custom software development.
DOT instead wants to lean on shared services and a narrower set of technology stacks that use low-code development platforms such as cloud services, centrally-provided enterprise IT services, and a common suite of cybersecurity tools.
The overall vision of DestinationsDigital is to use fewer technology solutions but apply them for more needs across the enterprise.
