Missile defense contractors await OASIS on-ramp
The Army is shifting a missile command contract to OASIS, but that also means incumbents won't be able to bid as primes.
The Army is moving task orders from its $500 million Space and Missile Defense Advisory and Assistance Services contract to the OASIS Small Business vehicle.
That also means incumbents are swaiting to learn whether they’ll be able to bid to keep their work.
None of the four incumbents on the current contract hold spots on OASIS, so they can’t compete for task orders. But at least one incumbent, Summit Technical Solutions LLC, has submitted a bid for the OASIS Small Business on-ramp that has not been awarded yet.
Calls to two other incumbents -- Beocore Inc. and PeopleTec Inc. -- have not been returned. The fourth incumbent was Alpha-Omega Change Engineering, which was acquired by CAE USA in August 2018. As a large business, CAE USA will not be able to bid on the task orders. They will need to find a small business partner.
The OASIS on-ramp process has been bogged down with protests and GSA has reworked the solicitation. The current expectation is that awards will come in November or December, but there has been no official confirmation.
A Summit spokesperson said they expect an announcement anytime.
The Army Space and Missile Defense Command announced in May that it would shift the work from the Space and Missile Defense Advisory and Assistance Services contract to OASIS. Now the command has released a timeline for when solicitations for expiring task orders will be released.
This contract provides the command with support in several functional areas including infrastructure, intelligence, systems engineering and integration, integrated logistics, operations, exercise planning and training development and execution.
Deltek data indicates that contract had a $496 million ceiling.
The Army announced in a new procurement posting that the task orders will continue to be small business set-asides and will be competed under Pool 3 of the OASIS SB contract, which is for professional services geared toward military needs.
See the chart below for the schedule of when solicitations will come out for expiring task orders. The Army said it released the information now to give time for bidders to form teams.
