IRS makes 9 awards on $1B IT program support contract

The Internal Revenue Service has chosen nine companies for a potential five-year, $1.1 billion blanket purchase agreement to support the tax agency’s IT enterprise program management office.

Awards were first reported June 7 by online industry community platform G2Xchange ETC, and made official two days later in the Federal Procurement Data System that tracks contracting obligations.

FPDS information indicates that the IRS received 55 bids for the so-called “IT-EMPSS” procurement that solicitation documents state is a brand new requirement, so there was no incumbent.

• Deloitte
• eTelligent Group
• HumanTouch Group
• Integrated Systems Inc.
• Paragon Technology Group
• Tachnatomy

Companies will bid for task orders to perform project implementation, management and planning work across task areas such as applications development, cybersecurity, configuration and change management, business analysis, and enterprise lifecycle support.

In April, the IRS requested additional funding of $2.3 billion-to-$2.7 billion over the next six years to modernize its IT systems that are multiple decades old.

That funding would not just go toward cybersecurity but support efforts to help the IRS adapt to new laws such as the Affordable Care Act and 2017 tax reform legislation, both of which included significant changes to the tax code and IT policies.
