Booz Allen keeps up fight for $700M ISR contract

Booz Allen Hamilton is continuing its battle with Leidos and the Air Force over a contract worth at least $700 million for intelligence, surveillance and reconnaissance support.

Leidos won the task order in March and Booz Allen filed its protest shortly thereafter, arguing that if the evaluation has been done properly the Air Force would have picked them over Leidos.

Since then, Booz Allen has filed two supplements to its protest. Supplemental protests are generally filed in response to information or claims made by the government in their response to a protest. Booz Allen likely learned something new or it wants to clarify its position.

Even though on the GAO docket new due dates are set for each filing, GAO will stick to the original due date for a decision of July 3.

The contract in dispute is a new procurement so there is no incumbent, but it is a consolidation of work from several existing contracts into a single contract.

The task order under OASIS is for highly-specialized technical labor to support intelligence, surveillance and reconnaissance services for the Air Force’s Air Combat Command. The value has been set for between $705 million and $780 million.

Work under the contract will include configuration management and engineering support, ISR systems integration, network systems management, and network infrastructure management. The contractor also will support intelligence analysis, imagery dissemination, mission planning and weapons and tactics analysis support.
