Protests net more awards on Army's $37.5B RS3 contract

Sometimes the squeaky wheel gets the grease.

Several companies that missed the cut when the Army made awards for its massive "RS3" professional services contract have now been awarded spots after filing protests.

The Army made 198 awards as part of an RS3 onramp in October. But the branch received 388 bids, so there were more than a few disappointed bidders.

Winning awards after filing a protest are:

• 22nd Century Technologies
• Agile Defense
• Allied Associates International
• Beshenich Muir & Associates
• Envision Innovative Solutions
• IPT Associates
• Technology Services Corp.

All of these companies are small businesses and went to the Government Accountability Ofice with complaints when they weren’t picked by the Army. The Army took corrective action after those protests, which resulted in these companies being added to the contract.

Not everyone who protested won a spot however. Two companies had their protests denied – Mission 1st Group and Tele-Consultants Inc.

Now comes the hard part for the winners: making themselves stand out among 250 other primes on the contract.

RS3 is formally known as the Responsive Strategic Sourcing for Services contract and consolidates other prior vehicles that expired. The Army uses RS3 to acquire services in support of C4ISR systems.
