A pair of Virginia-based secure IT companies are joining forces in a transaction that serves as a reminder that the ongoing consolidation wave in the government technology services landscape is not limited to large-tier players.

With backing from private investors, Evolver and eVigilant have merged into a new company called “Converged Security Solutions” that will offer managed services to federal and commercial customers.

CSS intends to offer services in cyber and physical security to help protect critical infrastructure, the new company said. The merger combines Evolver’s cybersecurity, cloud, infrastructure, application development, end user support and legal technology offerings with eVigilant’s focus on electronic security through design, engineering, implementation and operation services.

Where CSS aims to capture market share is in the area of operational technology, which represents the convergence of physical infrastructure with hardware and software that run the former via Internet or other connections.

CSS said its products and services are applicable to operational systems and Internet of Things-connected platforms such as medical devices, transportation systems and industrial controls. The company includes access control, identity management, video surveillance, motion detection and cybersecurity as among its services that focus on network-enabled physical security.

Private equity firms Akoya Capital and Hillcrest Holdings are the investors backing the transaction. They will provide growth capital to CSS for its market strategy and new managed services business.

Dr. Bob Friedenberg has been appointed as CEO of CSS, while former Evolver CEO Bill Sabo will become president and chief operating officer. Former eVigilant CEO Gunvir Baveja has been named executive vice president of strategic sales.

Former Elvesier CEO John Regazzi was appointed executive chairman of the board of directors, while Evolver’s founder and former chairman Mike O’Kane is now vice chairman.
