Navy hands down $980M training systems contract

The Navy has chosen 22 companies for a potential nine-year, $980 million contract to help design and manufacture training systems and related equipment.

Contractors will vie for task orders to perform work for the Naval Air Warfare Center's training systems division. The Navy received 40 bids for the recompeted contract, the Defense Department said in its Friday contracts digest.

This is the fourth version of the Navy's Training Systems Contract for services focused on trainer and training technologies, according to Deltek data. Work includes analysis, design, development, integration, delivery, modification, modeling and simulation and training support.

All awardees appear to be incumbents from the current TSC III vehicle that saw 50 companies chosen in 2011. TSC IV's duration is for a five-year base ordering period, followed by a two-year optional ordering period and a pair of one-year option periods.

Incumbent CSRA was also listed as an awardee: they were purchased by General Dynamics in April. GD won a place on the contract through its One Source business, a joint venture of the defense contractor's IT services and Mission Systems segments.

Additional incumbent Xebec is in the process of merging with fellow Arlington Capital Partners-owned contractor Integrity Applications Inc. ACP acquired IAI in February, nearly four months after the purchase of Xebec.

Notable incumbents not chosen for the new TSC IV contract include Cubic Corp., ETC Simulation, PacifiCorp., Symvionics, Textron, Thales Group and Vencore (merged into what is now Perspecta).
