EPA made several awards for contracts worth $115 million combined in July.
22nd Century Technologies has filed a protest because it didn’t receive an award. But three incumbents also didn’t win: Ace Info Solutions, XLA Inc. and ICF. We’ll be watching to see if they or other disappointed bidders file protests with the Government Accountability Office.
GAO has until Nov. 20 to make a ruling on 22nd Century’s filing.
This is the third iteration of the contract, known as ITS-BISS III. EPA uses it for a variety of IT and information management services that can help the agency meet federal requirements from the Clinger Cohen Act, Government Performance Results Act, Paperwork Reduction Act, Federal Information Security Management Act and OMB Circulars.
The contract also covers training, human capital management and communications support.
Winning companies are:

- CSRA (incumbent through SRA International merger)

- IBM
- Project Performance Company (incumbent)
CSRA has been the big winner under the current IDIQ with $52.2 million in task orders, followed by Booz Allen with $26.6 million and Project Performance with $15.4 million, according to Deltek.
