Coast Guard seeks 8(a) bids for $400M software engineering contract

The Coast Guard wants 8(a) small business contractors only to bid for a five-year, $400 million software engineering services contract.
The Coast Guard has called on the small business community to bid on an estimated five-year, $400 million contract for software engineering services on enterprise IT systems run by the agency and its parent Department of Homeland Security.
Only contractors with the 8(a) small business designation are eligible to pursue the Application Product Lines Enterprise Services II contract to support the Coast Guard's C4IT Service Center and its three centers of excellence.
The Coast Guard issued the request for proposals July 5 with all submissions due by August 17 and a contract award anticipated in November, according to Deltek. Digital Management Inc. is the incumbent from the predecessor contract.
Coast Guard officials envision a single mission support model for its IT support structure and business practices through APLES II. The C4IT Service Center contains an operations systems center, telecommunications information systems command and a center for command, control and communications engineering.
Services under the contract will encompass:
- Program management support
- Business services
- Enterprise architecture
- Application development and quality assurance
- Application maintenance and support
- Application and data integration
- Data management
- Enterprise testing and training
- Asset management
- Security and risk management
- Technology services
