Army taps 10 for $231M nonpersonal training support contract

Ten companies have won positions on a potential five-year, $231 million contract for nonpersonal services to an Army facility that supports training and education functions.

Contractors will bid for task orders to help the Army Combined Arms Center develop and produce training and education strategies, scientific human subject studies, doctrine, concepts, instruction and products for current and future soldiers.

Based in Fort Leavenworth, Kan., CAC is a major subordinate headquarters of Army Training and Doctrine Command and supports the development of field grade officers worldwide.

Awardees are:

• Booz Allen Hamilton (incumbent)
• Cubic Corp. (incumbent)
• General Dynamics (incumbent)
• Logistics and Technology Services (incumbent)
• Leidos
• nFocus Solutions
• Training Technologies and Support
• Trideum
• Yorktown Systems Group

Beshenich Muir, nFocus, TTS, Trideum and Yorktown Systems are small businesses.

The predecessor contract to support CAC expired in June 2016, according to Deltek data. Incumbents not chosen for this new round of awards include L-3 Communications, GDS-MELE LLC, Powatomi Training, Quest Consulting and SWMG Productions.

Deltek says the new contract supports all Defense Department agencies both inside and outside the continental U.S. in development domains such as doctrine, organization, training, materials, leaders, personnel and facilities.

Federal Acquisitions Regulations define nonpersonal services contracts as those “under which the personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.”

The Army will determine work location and funding with each individual task order.
