ManTech in fight for $917M State Department contract

ManTech International has filed a bid protest after losing a $917 million contract to support the State Department’s Bureau of Diplomatic Security.

Olgoonik Global Security LLC, an Alaska Native Corporation, won the contract, which was competed as a full-and-open competition.

The bureau is the State Department’s security and law enforcement arm and handles investigations, threat analysis, cybersecurity, counterterrorism and protection of people, property and information.

Under this contract, the prime will support travel and deployment, surge and contingency operations. Support also will be provided to the Computerized Maintenance Management System, which is an asset and supply chain management system.

Other task areas include protective technology. For example, the contract will need to be able to track and maintain vehicles and bring new vehicles into the field.

The contract also covers electronic countermeasures, contingency communications and training and could include work at move 275 State Department posts outside the United States.

Olgoonik has its government business headquartered in Arlington, Va. It provides technical security services, engineering services and professional services. The Bureau of Diplomatic Security is listed as one of the company’s major customers, though it isn’t clear whether Olgoonik was the incumbent on this contract.

Other customers include the Navy, GSA and the Veterans Administration.

ManTech filed its protest Oct. 17. A decision from the Government Accountability Office is expected by Jan. 25.
