Navy looks to bolster online learning

The Navy is searching for commercial solutions to build a collaborative learning environment to improve the training and education of naval personnel.
In a new request for information, the Navy wants to collect information on commercially collaborative learning environments.
The Naval Education and Training Command wants recommendations on online learning systems as part of its 21st Century Talent Management initiative. The initiative has three main components: a modernized personnel system, ready relevant learning and an enriched culture.
The RFI is targeting ready relevant learning, which will help the Navy achieve better training over the career of Navy personnel and leverage learning technologies.
The Navy wants to launch a pilot in fiscal 2017 and then fully deploy the system in fiscal 2018. The Navy expects to spend about $20 million over five years on the project.
The Navy envisions a system where a student can access instructor announcements, a course calendar, course lessons and assignments, a student directory. They calendar would assignments and deadlines. A message forum would allow students to share course-related comments. The messages would archived.
The instructor would be able to edit material in the collaborative learning environment and deliver content at any time and any place, regardless of the point of entry.
Some of the services should include audio conferencing, video conference and the ability to use PowerPoint and multimedia presentations.
