FBI wants mobile biometric app for Android

The FBI has issued a draft request for quotes as it moves toward a contract to develop an app to capture biometric data on Android devices.

The FBI has released a draft request for quotations for a five-year contract to build a software solution to capture biometrics on Android-based devices.

The FBI’s Criminal Justice Information Services (CJIS) Division has a Quick Capture Platform (QCP), which is a state-of-the-art system enabling investigators to collect and store fingerprint data during domestic and international investigations.

QCP system lets users capture biometric and biographic information on mobile devices, packaging it in a transaction that matches with the FBI’s Electronic Biometric Transmission Specification (EBTS), and sending the data to the CJIS. The FBI wants the system to run on Android-based phones and tablets, currently the Samsung Galaxy S5 and Samsung Galaxy Tab 4.

The contractor will provide compatibility and design, capture functionality, transmission and submission of data packages, compliance with EBTS, and a post-implementation test, among other requirements.

The FBI created the initial QCP in 2007 for the FBI Hostage Rescue Team during overseas operations. Since then, the FBI is filling a need for the rapid collection responses in hostile environments on the domestic front.

The FBI released a draft request for quotations Aug. 3. Responses are due by Aug. 6.
