DynCorp prevails in final State contract protest

DynCorp has prevailed in the second and final round of protests over its $165 million State Department contract to support the agency's IT modernization and consolidation efforts.
ManTech International and URS Federal have lost their second bid to unseat DynCorp International from the State Department’s $165 million Vanguard 2.2.3 contract.
DynCorp now has won the contract twice.
ManTech and URS protested after the first award in July 2013, which led State to pull back the award and re-open the bidding.
DynCorp won the award again in March, which led to another set of protests from ManTech and URS.
The Government Accountability Office denied the second set of protests last week. The only recourse now for ManTech and URS is to take the fight to the U.S. Court of Federal Claims, but even if that happens, the State Department is now free to move forward with the contract.
It is a particularly tough loss for ManTech, the incumbent on the contract.
The State Department uses the contract to support its IT modernization and consolidation program. DynCorp will be providing supply chain and logistics management at State Department headquarters in Washington and embassies and other overseas locations.
The contract is primarily for professional services.
