DHS wants HUBZone for customs testing work

The Customs and Border Protection bureau of DHS wants to hire a business located in a HUBZone to help it test and evaluate cargo systems applications to improve their usability and effectiveness.
Customs and Border Protection wants to hire a HUBZone small business to provide test and evaluation services as the Homeland Security Department bureau fields cargo systems applications.
The contract will support the Cargo Systems Program Office and will be awarded to a single contractor located in a HUBZone. HUBZone businesses are located in areas designated as historically underutilized business zones.
Some of the systems the contractor will help test and evaluate include the Automated Commercial Environment, the Automated Cargo System and the Automated Export System, all of which play a role in managing the flow of imports and exports across U.S. borders.
According to the statement of work, services will include planning, execution, and reporting. Goals include increasing user satisfaction with the systems, making more use of agile development techniques and increasing responsiveness to changes in priorities.
Some of the tasks will involve project management, document reviews, support for sprint activities, reviews operational test readiness and supporting test requirements.
The statement of work includes a section reviewing agile development values and practices the contractor will be expected to support.
Responses to the solicitation are due Sept. 4. The contract will go to a single prime and it has a one-year base and two one-year options.
Evaluation factors will give more weight to technical and management qualifications and past performance over price.
