DLA plans small-business Oracle help-desk contract

The Defense Logistics Agency plans to hire a single small business to provide help desk support for a modernized Oracle enterprise resource planning system.
DLA is leading the Defense Agencies Initiative, which has the goal of modernizing the financial management capabilities across the Defense Department, according to the Aug. 20 solicitation. Defense agencies will be replacing existing financial management and accounting systems with an integrated system. This is part of DOD’s plan to achieve auditability of its systems.
For the small business contract, DLA is looking for a small business to provide tier 2 and tier 3 help desk services supporting Oracle modules such as Procure to Pay, Order to Fulfill and Budget to Report, Cost Accounting, Time and Labor, and Acquire to Retire.
Categories of tasks under the contract include help desk operations, issue analysis and resolution, functional and technical expertise, and outreach and communications.
The contract will have a one-year base and two one-year options. There also is a six-month option for the transition to the next contractor.
Bids are due Sept. 10. The solicitation number is SP470113R1011.
