March 2013 was filled with huge contracts, and the awards came from many different places, going to both large and small businesses. Who won the biggest contracts of March 2013?

The companies will provide integrated cyber operations support services including services and solutions associated with the full system life-cycle support.Lockheed Martin's piece of Wyle's huge NASA contracts could be worth $250 million to provide a variety of services to the International Space Station.Lockheed is part of Wyle's team on the $1.76 billion NASA Human Health and Performance Contract it won earlier this month. The contract is used to monitor astronaut health and enable bioastronautics research that benefits life on Earth, Lockheed said in a statement.Lockheed Martin will provide flight hardware development, facilitation of life sciences research conducted on the International Space Station and human factors engineering to optimize tools and experiments for astronauts in zero gravity.IBM will help the state of Ohio transition to a private cloud under this 10-year, $267 million contract. Big Blue will modernize its computer center with a private cloud, as well as through the use of other hardware and IBM services.The Ohio Computing Center houses infrastructure for a number of state agencies, IBM said.Cubic Corp.’s Simulation Systems Division has won three five-year task order contracts totaling $298.5 million to develop instructor-led and instructor facilitated self-paced courseware for littoral combat ship training.The contracts were awarded by the Naval Air Warfare Center Training Systems Division.The courseware is in support of the Littoral Combat Ship Train to Quality and Train to Certify shore-based training requirements for both variants of the littoral combat ship, and for the mission packages used on both ships, the company said in a release.Booz Allen Hamilton will provide technical research and development subject matter expertise to the National Geospatial-Intelligence Agency under this single-award contract.Under the contract, Booz Allen will apply this expertise to all facets of the InnoVision Future Solutions Program through November 2017, the company said in a release.The program supports scientific research and contributes to advancements that are needed to solve complex problems within the Defense Department and the Intelligence community, Booz Allen said.Harris has won a $500 million ceiling increase to its 2011 task order contract with the U.S. Army Communications Electronics Command.The contract has Harris providing radios, accessories, systems and services to help the State and Defense departments, as well as their international partners.The contract is part of the United States’ Foreign Military Sales program, which supports coalition building and interoperability through sales of defense equipment, training and services, Harris said in a release.The Central Intelligence Agency has allegedly awarded Amazon Web Services a 10-year $600 million contract to help the agency build a private cloud infrastructure that helps it keep up with emerging technologies like big-data in a cost-effective manner, FCW.com reported.Wyle has won a whopper of a recompete, capturing a 10-year, $1.76 billion prize at NASA to support human space flight missions.The contract, called the Human Health and Performance Contract, is a follow-on to a pact that was worth about $971 million to the company, a spokesman said.Under the new contract, Wyle will support the International Space Station, Orion, commercial space initiatives and exploration human systems development.The Homeland Security Department has awarded seven more contracts under its $22 billion Enterprise Acquisition Gateway for Leading Edge Solutions II contract vehicle, or EAGLE II.The department had already awarded six contracts . The contracts have a five-year base and two option years.These seven contracts were for EAGLE II Functional Category 3 – Small Business Track.The winners are: The December awards also were in functional category 3, but the full-and-open portion. Category 3 covers independent test, validation, verification and evaluation.

March marked the onset of sequestration, but looking at the dollar values of this month's top 10 contract awards, you'd hardly know it.

To make this month's list, you had to have won a contract with a value greater than $200 million, with the top contract coming out with a ceiling of $22 billion.

March saw a few contracts in the billion-dollar range, as well as some contracts awarded to small businesses. Washington Technology covered 30 contract awards, which is significantly larger than the 13 in February.

Of the 30 contracts that we covered, the U.S. Navy awarded 14 of them. Some of the contracts were awarded by countries like Australia, some by state government, and most of them by a mix up of different military agencies.

10. GD Electric Boat scores $215.5M maintenance contract

General Dynamics Electric Boat will perform submarine safety and intermediate maintenance under this five-year $215.5 million task order contract with the U.S. Navy to perform submarine safety program and intermediate submarine maintenance.

The company will provide a number of services, including technical management, administrative and technical services, tools, equipment and facilities.

Ten small businesses will compete for task orders under this Navy contract for command and control and enterprise information services.
