NCI Information Systems Inc., a provider of IT, engineering and logistics services to the federal government, has named Brian Clark executive vice president, chief financial officer and treasurer.

Clark succeeds Judith Bjornaas, who resigned as CFO in December 2010, according to a company announcement today.

The appointment comes just two weeks before NCI releases its fourth-quarter earnings report on Feb. 16.

Clark brings more than 15 years of executive experience in the government IT services sector to his new position. He will manage all aspects of the company’s financial operations, investor relations, and commercial and investment banking relationships, and he will lead the company’s mergers and acquisitions program and strategic capital investment decisions.

Clark most recently served as executive vice president, CFO and treasurer at Stanley Inc., a government IT company that was acquired by CGI Group in September 2010. He led Stanley’s initial public offering in 2006 and helped the company increase revenues from $282 million to more than $900 million in five years.

Prior to his position at Stanley, Clark was vice president, corporate controller and principal accounting officer at Titan Corp., and before that, he served as senior manager of assurance and business advisory services at Arthur Andersen LLP.

“Adding a seasoned financial executive of Brian’s caliber to our team will play an important role in our goal of reaching $1 billion in revenues within the next three to five years,” said Charles Narang, NCI's chairman and CEO, in the announcement.

NCI Information Systems, of Reston, Va., ranks No. 71 on Washington Technology’s 2010 Top 100 list of the largest federal government contractors.
