Justice issues RFI for national vehicle title system

The Justice Department issued a request for information today to obtain input on its strategy for procuring a national system that will contain motor vehicle title information for states to share with each other.

The National Motor Vehicle Title Information Systems is administered by an operator that might not continue to provide the service next year, according to the notice. Thus, the Justice Department is seeking a potential new administrator that could build the solution at its own expense and recover its investment on the back end by selling data to interested parties.

The Justice Department wants information regarding acquisition strategies for the project, as well as ideas about governance and fees for recovering the initial funding investment. Those interested in doing the work should describe in detail how they would cover their investment and expenses.

Some other matters about which the department seeks advice are the structure of requirements for the request for proposal, technical architecture and estimated system cost.

The department’s preference is for nonproprietary systems. Responses are due Jan. 7, 2009.
