DHS wants electronic performance management system

The Homeland Security Department wants information about the availability of a commercial electronic performance management system for its human resources functions.

In a sources sought notice issued Dec. 9, the DHS Office of the Chief Procurement Officer said the department wants a performance management system that can automate manual processes, integrate with other relevant government systems, and provide dynamic functionality and flexibility for HR-related functions.

In broad terms, the system should automate and handle performance planning, interim and midyear progress reviews, and annual appraisals, the announcement said. The commercial system should require minimum configuration.

Those interested should describe in detail their solution’s technical architecture, their past experience with governmental HR systems, the system’s flexibility and scalability, the hosting or application service provider arrangements that might be required, and a rough estimate of cost.

Responses are due Jan. 9.
