EDS wins DOD manpower data award

EDS Corp. will provide information technology support services to the Defense Department's Defense Manpower Data Center under a five-year contract that could be worth $179 million if all options are exercised.

DMDC is DOD's primary repository of identity management and personnel benefits data, including identity authentication and authorization for more than 35 million DOD personnel and their families who receive benefits and entitlements.

The center is also the authoritative source within DOD for personnel identity protection services. DMDC validates and authenticates the identity of DOD-affiliated personnel, authorizing access to military sites worldwide and entry onto Defense networks and computer systems.

DMDC also supports more than five million daily transactions related to eligibility and other personnel issues via the Defense Enrollment Eligibility Reporting System database.

Under the contract, EDS will provide technologies, systems and application software to ensure the security and integrity of all DMDC systems.

EDS will also apply technology from its Agility Alliance team members Sun Microsystems Inc. and Oracle Corp. along with identity assurance solutions from ActivIdentity and the personnel systems expertise of consultant Booz Allen Hamilton.

The contract will enable the center to expand its role as the organization in the Office of the Secretary of Defense that maintains the most comprehensive central archive of DOD personnel, manpower, casualty, pay, entitlements, procurement, survey, testing, training and financial data, EDS said.

The contract, which runs one year followed by four one-year option periods, extends a nearly 30-year relationship between DMDC and EDS.
