Massachusetts names Margulies CIO

Massachusetts Gov. Deval Patrick has picked Anne Margulies, a technology professional from the Massachusetts Institute of Technology, to serve as assistant secretary for information technology and state chief information officer.

At MIT Margulies served as the executive director of OpenCourseWare, a large-scale, Web-based initiative that offered free, worldwide access to the institution's course materials. She managed the project from its conception to the point it became a permanent department at MIT.

Before that, she held various information technology positions at Harvard University from 1988 to 1998, where she served during her last three years as assistant provost and executive director for information systems.

She also worked for the Boston law firm of Peckham, Lobel, Casey, Prince & Tye LLP.

Margulies earned her bachelor's degree from the State University of New York at Plattsburgh.

Former Massachusetts CIOs Louis Gutierrez and Peter Quinn both resigned as a result of fallout over the state's controversial open document policy that became a lightning rod for parts of the technology community that oppose such efforts.

Gutierrez resigned in November 2006, while Quinn resigned in December 2005.
