New management structure for NMCI

The Navy-Marine Corps Intranet has a new boss, and now falls under a new acquisition management structure.

A memorandum signed off on Friday by Delores M. Etter, the assistant secretary of the Navy for research, development and acquisition, essentially eliminates with the direct reporting program manager (DRPM) structure and moves four of the five DRPM program offices under program executive offices.

The DRPM for Strategic Systems Programs is unaffected by the changes.

DRPMs were designed to place troubled programs under the watchful eye of senior leadership. Etter's memorandum implies extra guidance is no longer needed for these programs, although she said in exceptional cases she may establish a DRPM to resolve unique acquisition issues.

NMCI now falls under the newly established Program Executive Office for Enterprise Information Systems, which replaces PEO IT. The Navy's enterprise resource planning effort, Base Level Information Infrastructure (BLII) and One NET initiatives are also aligned under the PEO EIS, which is headed by Rear Adm. James B. Godwin III, the former program manager for NMCI.

Marie Greening, the former deputy program manager for NMCI, is now the acting program manager while a search is conducted for a permanent replacement, according to the Etter memo.

"After much study and discussion, I think the changes we're initiating today will allow ASN RD&A to more effectively deliver products to the warfighter," Etter said in a statement. "I'm satisfied that all of these programs have now progressed to the point where they no longer require my personal supervision. It is my view that whenever possible, program executive officers should lead the Navy's acquisition enterprise."

In addition to NMCI and ERP, other programs shuffled under the PEO structure include:

• Distributed Common Ground System-Navy will report to the Program Executive Officer for C4I (command, control, communications, computers and intelligence) and Space.
  
• Advanced Amphibious Assault will move from a DRPM to the Marine Corps Systems Command.
