The U.S. Army Tank-Automotive and Armaments Command in Picatinny Arsenal, N.J., is looking for a system that can tag people who move or disturb material without authorization. The system should mark individuals in a way undetectable to casual inspection but observable through enhanced vision technology, ultraviolet light and other detection gear.The command also wants visual markings that are difficult to remove from clothing and skin. The marking systems should be effective for three days or longer, require less than a minute to apply, be easily portable and environmentally safe. Responses are due May 27. The system will help states develop effective methods for electronically transferring student records and determine the number of migratory students in each state.The fully implemented system should link existing state migrant education program systems, use common data standards and improve data collection and management. The Air Force's UAV Battlelab wants to rapidly identify and demonstrate concepts that exploit the characteristics of remotely piloted aircraft and unmanned aerial vehicles to meet warfighters' needs. It focuses on combat applications and intelligence, surveillance and reconnaissance.
