The company said the program emphasizes moral and ethical decisions, as well as leadership. In one scenario, a commander becomes the de facto leader of a small town and must win the peace and provide services.

The program is based on Will Interactive's Virtual Experience Immersive Learning Simulations system, which has been used to create other training programs for the Defense Department.
