Kerry suggests merger

The idea of combining these agencies is not new. Last year, Commerce Secretary Donald Evans proposed merging the two technology administrations with the e-commerce policy function of the International Trade Administration. Congress rejected the proposal during the fiscal 2004 appropriations process.
