Who's On First: Appointments

Robert Webber joined DynTek Inc. as the Irvine, Calif., company's chief financial officer. The company cited his experience in strategic planning in the IT sector as a good fit for its mergers and acquisitions strategy.

Titan Corp., San Diego, has elected Peter Cohen, financial industry executive and current director, as lead director of its board of directors. Ten of Titan's 11 directors are outside directors. Among the duties assumed with his new role, Cohen will chair executive sessions of the independent directors and, in the chairman's absence, board meetings.

The United Services Organization of Metropolitan Washington elected a board of directors for 2004-05. John Marselle of Sun Microsystems Inc. is chairman, Jim Porter of PriceWaterhouseCoopers LLC is treasurer, and Sandy Levine of Advice Unlimited LLC is secretary. Vice chairmen are: Steve Chaudet of Lockheed Martin Corp., Jerry Edgerton of MCI Government Markets, John Gioia of Robbins-Gioia LLC, Rob Hytner of Information Manufacturing Corp. and Paul McQuillan of AT&T Government Solutions.

Jerry Elmquist is the new managing principal of IT services provider Internosis Inc. in Arlington, Va. Elmquist will focus on the company's work for the Army.

Kenneth Scheflen, former director of the Defense Department's Manpower Data Center, has been appointed senior vice president and general manager of the federal solutions group at Viisage Inc., Littleton, Mass. Scheflen oversaw creation in 1998 and continuing evolution of the Defense Department's secure identification Smart Card Program, known as the Common Access Card program.

Gerald Biggs has left Oracle Corp. to take over as vice president of federal sales for PC blade computing provider ClearCube Technology Inc., Austin, Texas. Biggs will assist the company in its efforts to expand sales of PC blade solutions geared to federal agencies and the military.

MTC Technologies Inc., Dayton, Ohio, appointed Billy Bingham senior vice president for its national security group. Bingham will offer guidance to MTC's intelligence operations and help with integration of recent MTC acquisition Command Technologies Inc.

Sara DeCarlo, a former executive with AT&T Government Solutions and Schlumberger Government Solutions Inc., is the new vice president of Ninth House Inc.'s federal market division. The San Francisco company offers Web-based and instructor-led training.
