ATS wins legal information network deal

Advanced Technology Systems Inc. has won a five-year, $5.7 million contract from the General Services Administration to provide the Law Library of Congress with an improved online database, the company announced today.

Under the contract, ATS of McLean, Va., will redesign and host the Global Legal Information Network, or GLIN, for the Law Library of Congress.

GLIN will be an online, multilingual database containing laws, judicial decisions, legal writings and legislative records from countries around the world.

The redesign will let users input documents such as court decisions and legislative records, improve user interfaces and expand multilingual features to support about 20 languages.

When the upgrades are completed, the network will support customized search agents, topic-based user subscriptions and notifications, content submission and approval workflows, and role-based user administration.

An increased demand for online international legal research resources is driving the network redesign, the company said.

ATS partners on the network project include BearingPoint Inc., McLean, Va.; Claraview Inc., Falls Church, Va.; DigitalNet Inc., Herndon, Va.; Fast Search and Transfer Inc., Oslo, Norway; and Verio Inc., Englewood, Colo.

The Law Library of Congress provides research and legal information to Congress, the federal courts and executive branch agencies and to offer reference services to the public.
