H.R. 1588 includes most SARA provisions, including an acquisition work-force training fund, a chief acquisition officer in each civilian agency, incentives for the use of performance-based contracting for services and the option to extend services contracts if the vendor provides exceptional performance.
The Senate version of the defense bill, S. 1047, does not include the SARA provisions.
