The head of the Office of Federal Procurement Policy within the White House is resisting a recommendation by the Small Business Administration to increase the small business share of federal contracts from almost 21 percent to 25 percent.
Sen. John Kerry, D-Mass., chairman of the Senate Committee on Small Business and Entrepreneurship, introduced legislation July 18, 2002, that would increase the small business goal from 23 percent of all federal prime contracts to 30 percent.
