The Navy has released the request for proposal for its Defense Department-wide Defense Integrated Military Human Resource System, the service announced April 16.

Implementing this personnel system, which Navy officials say will be the world's largest, may be worth up to $1.5 billion, industry officials said. Proposals are due May 15.

DIMHRS sprang from a 1997 Defense Department initiative to develop a fully integrated personnel system to handle all active and reserve components of the armed services.

The Navy is expected to award the contract early this summer. Its Space and Naval Warfare Systems Command is the contracting agency.

In a separate competition awarded in March 2001, PeopleSoft human resource management software version 8 was chosen for the DIMHRS system. PeopleSoft Inc., Pleasanton, Calif. was awarded approximately $6.5 million. The winning bidder will develop and field the software.

Companies that have announced they are bidding on the work include Lockheed Martin Corp., Bethesda, Md.; Northrop Grumman Corp., Los Angeles; and Computer Sciences Corp., El Segundo, Calif. Other potential bidders include CACI International Inc., Arlington Va., and Raytheon Co., Lexington, Mass.

The RFP, along with other DIMHRS-related documents, can be found at e-commerce.spawar.navy.mil/ in the "Headquarters" folder under "Open Solicitations" as solicitation N00039-01-R-1010.
