by Nick WakemanThe Defense Finance and Accounting Service is developing a blanket purchase agreement to buy support services for the Defense Integrated Military Human Resources System, the personnel and pay system for the Defense Department.Services will include technical, administrative and engineering support. Work will include project management, systems engineering, information technology, cost analysis, life-cycle cost estimates, economic analysis and acquisition strategy reports.The BPA will have a one-year base with four option years. Only contractors that hold a General Services Administration schedule can bid on the BPA. The BPA may be awarded to more than one company. The award will be based on best value. The location of the backup site will need to be at least 50 air miles and not more than 300 air miles from Commerce's Office of Computer Services site in Springfield, Va.Commerce's computers are interconnected through a variety of equipment including routers, network hubs, modems and frame relays. The winning contractor must provide the necessary facility, equipment and related services, including administrative and technical personnel. Commerce wants four days of dedicated recovery plan testing each year. One of the software products Unisys will be marketing is iMergence XMP, which merges and reconciles data from disparate sources. XMP converts document information from reports, databases, spreadsheets and other applications into XML documents.Users can manipulate the data in the XML documents to rearrange the fields, sort the data differently, create subtotals or computed values, etc. XMP operates on Windows servers.Also as part of the alliance, Unisys will market document and work flow software from insci-statements.com of Westborough, Mass.
