IBM Global Government Industry named Marianne Cooper vice president, state and local marketing. Cooper, who has 20 years of experience with IBM, leads the client teams responsible for sales and marketing to the company's state and local government customers. Cooper formerly was the client executive responsible for IBM's state and local government marketing in the northeast from Vermont to Pennsylvania. She will be based in New York City.

Computer Sciences Corp., El Segundo, Calif., appointed Richard Jennings as lead executive of the Pennant Alliance, an alliance of companies pursuing the San Diego County information technology outsourcing deal. He previously was vice president of CSC Technology Group's Western Region.

Unisys Corp., Blue Bell, Pa., promoted Ray Davis to vice president of integrated services in the company's federal systems organization. Davis has 32 years of experience with Unisys.

American Management Systems Inc., Fairfax, Va., appointed Reginald Foster acting chief technology officer. He replaces Jerrold Grochow, who resigned May 9 to become chief technology officer of an Internet startup company.

Loral Space & Communications, New York, appointed Neil Bauer as group vice president of Loral Data Services Group, a new position that will oversee the company's broadband data, Internet and multimedia services. Bauer was president of Loral Orion Inc., Rockville, Md.

MUSE Technologies Inc., Albuquerque, N.M., promoted Craig Peterson to managing director of strategic development, and Ken Gant to director of strategic development. MUSE makes software products that analyze complex data and help corporations and federal agencies with decision making.

AT&T Corp., New York, appointed Richard Schollmann state director for AT&T in Virginia. Schollmann will be responsible for legislative and regulatory activities and interaction between AT&T and branches of the state's government. He previously was a senior attorney with AT&T's law division in Oakton, Va.

Rational Software Corp., Cupertino, Calif., promoted Mike Devlin, president and co-founder, to chief executive officer. Also, Tom Bogan, previously a vice president and general manager, has been promoted to chief operating officer.

Performance Engineering Corp., Fairfax, Va., hired Stuart Lloyd as vice president and chief financial officer. Lloyd has worked for the Defense Contract Audit Agency and as a treasurer and contract administrator for Presearch Inc. PEC provides information technology solutions to governments and private sectors.

Robert Woods, a former General Services Administration official, has joined Affiliated Computer Services, Government Solutions Group, as president of its business applications solutions unit. Woods most recently was president of Federal Sources Inc., a McLean, Va., market research company. At ACS Government Solutions, formerly CDSI of Rockville, Md., Woods will oversee projects dealing with financial and administrative management systems, business process outsourcing, and transaction processing services.

DataSource Inc., Silver Spring, Md., hired Gilbert Markbein as chief financial officer. DataSource provides information systems engineering, business process reengineering, and network design to commercial and government customers.
