Hadron Inc., Annandale, Va., acquired Avenue Technologies Inc., a privately held Northern Virginia technology firm, for approximately $2.5 million in convertible notes, short-term notes and cash. The deal marks Hadron's second acquisition since December 1998, when it bought Vail Research and Technology Corp. of Annandale.

ATI, which specializes in areas such as intelligence, special operations and systems integration support, will operate as a wholly owned subsidiary of Hadron. ATI's client list includes the National Reconnaissance Office, Defense Intelligence Agency, National Security Agency, Naval Reconnaissance Office, National Security Agency, Naval Research Laboratory, Navy and the Defense Advanced Research Projects Agency.

C.W. Gilluly, Hadron chairman and chief operating officer, said the acquisition fits with his company's growth strategy, which is focused on expanding its position in specialized niches within the fast-growing information technology market.
Sideware Corp., a wholly owned U.S. subsidiary of Sideware Systems Inc., Vancouver, British Columbia, chose Herndon, Va., as home for its U.S. headquarters. Its offices are located at 208 Elden St.

The high concentration of communications, computer and engineering professionals in the greater Washington area gave the local region an edge over other U.S. cities, company officials said.

Robert Woods has been named president of business applications solutions for ACS Government Solutions Group in Rockville, Md. Previously, he was president and chief executive at Federal Sources Inc., McLean, Va.

ACS also promoted ToniAnn Thomas to executive vice president of business development for the Government Solutions Group. She was senior vice president of business development for the IT solutions unit.

ACS Government Solutions group supports both government and commercial clients.
G. Edward DeSeve joined KPMG LLP as a partner and national industry director for federal government of its health care and public sector practice. He will be responsible for overseeing KPMG's assurance, tax and consulting engagement for federal government clients.

Most recently, DeSeve was deputy director of the Office of Management and Budget. Before that, he was the chief financial officer for the Department of Housing and Urban Development. At state and local levels, he was special assistant to the governor of Pennsylvania and the director of finance for the city of Philadelphia.
