Electronic Data Systems Corp. chief executive Richard Brown has brought on Troy Todd, one of his Cable & Wireless cronies, as executive vice president of leadership and change management.

Todd, who recently retired as chief executive of Cable & Wireless Panama, will oversee employee benefits, compensation, training and development, recruiting, and performance management programs at EDS.

In announcing Todd's appointment April 8, Brown said Todd's contributions "will ensure our ability to strengthen the performance-based culture that rewards people for value-added innovation and outstanding customer service."

Deloitte Consulting of New York is selling DRT Systems International, a systems integration company it owns, to CGI of Montreal.

DRT of Toronto had about $100 million in revenue in 1998 and operated as an independent business unit of Deloitte doing systems development and integration in the United States and Canada. Terms of the deal were not disclosed. CGI had about $750 million in 1998 revenue.

SRA International Inc. of Fairfax, Va., became the first winner of the General Services Administration's Safeguard Program Blanket Purchase Agreement to provide critical infrastructure protection services and products to agencies.

The $250 million, four-year BPA is an outgrowth of a presidential directive issued in May 1998 that ordered a strengthening against cyberattacks. SRA will be selling services and products in areas such as critical infrastructure asset identification; vulnerability and threat assessment; readiness and contingency planning; physical infrastructure protection; cybersecurity; and information assurance.

SRA's team includes Cygnacom Solutions Inc. of McLean, Va.; Ensco Inc. of Springfield, Va.; J.G. Van Dyke & Associates of Bethesda, Md.; Strohl Systems Group Inc. of King of Prussia, Pa.; Sytel Inc. of Bethesda; Troy Systems Corp. of Fairfax; and Wang Government Services Inc. of McLean.
