Naval Warfare Center launches development of new OTA
The center is looking for a consortium management firm to recruit members and management procurements.
The Naval Surface Warfare Center's Port Hueneme division is developing an Other Transaction Authority vehicle to work on rapid prototyping and testing.
According to a new sources sought notice, the center wants an OTA consortium management firm to run the vehicle for them. Port Hueneme is located just north of Los Angeles.
The management firm will recruit industry partners as members and support the OTA procurement process. The Navy wants the members to be both traditional and non-traditional defense contractors.
The Navy is looking for technologies related to surface maritime dominance, experiments to equip and support the warfighter, new technologies to increase warfighting capabilities, and solutions that address surface lifecycle challenges.
The request for information lists 29 surface weapon system lifecycle technology areas such as rapid installment, cybersecurity, data analytics, digital engineering, sensor systems and missile defense that it is looking to address through the OTA.
The Navy is also interested in unmanned systems, manufacturing technologies, virtualization, and electromagnetic systems.
OTA projects typically start with a concept, then move through a prototype and pilot before moving into a production contract.
Comments on the RFI are due Jan. 31.
