FBI says it has awarded $7B ITSSS-2 pact

The FBI moved quickly once protests were resolved to make awards for its potential eight-year $7 billion ITSSS-2 blanket purchase agreement.

In a Friday Sam.gov notice, the agency says it made 95 awards with 31 in the full-and-open track and 64 to small businesses in the set-aside group.

That announcement comes not even two weeks after the last pre-award protest was denied by the Government Accountability Office.

But one key item is missing from Sam.gov notice -- the names of who won. We have asked the FBI for the list and will update this post when it becomes available.

ITSSS-2 will be the FBI's vehicle to purchase a wide range of IT products and services, standardize how it buys them and forecast the purchases. The BPA has one initial base year and up to seven individual option years.

With the awards, the FBI said it will kick off a series of information sessions for the group of primes and the agency's users of the contract.

ITSSS-2 has been a long time coming. It replaces the IT Enterprise Services Contract, which the FBI wanted to award in 2020 until several protests derailed that effort.

ITSSS-2 was also hit with protests after the solicitation was released in June 2023. General Dynamics IT, SMX, Ernst & Young and Qbase were among those who filed protests complaining about the solicitation. The FBI took corrective action to address those complaints, which were dismissed.

Computer World Services was one protester who challenged its elimination from the competition, but the Government Accountability Office backed the FBI's decision.
