Army awards part 1 of $7B HR support contract

The Army has awarded twelve companies positions on the first track of a larger contract with a nearly $7 billion ceiling over up to 10 years for professional services to support human resource functions.
This $1.5 billion portion of the Army’s Human Resource Solutions Support contract vehicle was reserved for small businesses and covers recruiting, management and administrative support services. The Army received 37 total bids for the so-called “R-MAS” piece, the Defense Department said in its Tuesday contracts digest.
Small business R-MAS awardees are:
- 360 Patriot Enterprises LLC
- Alutiiq Global Solutions LLC
- Brandan Enterprises Inc.
- Canvas Inc.
- Contracting Resources Group Inc.
- CTRMG-GAPSI joint venture
- Dynamic Systems Technology Inc.
- Gemini Tech Services
- Management Support Technology Inc.
- Mission Services Inc.
- Quality Innovation Inc.
- Rividium Inc.
Those winners will bid for program support services that include IT, program analysis, data analysis and business management. Other work areas include logistical and operational support plus general administration.
A second $6.1 billion Personnel Life Cycle Support track is anticipated for award later this month with between 12 and 16 winners expected. That portion has a small business reserve of at least six awards and set-aside requirements, according to Deltek data.
Services include data administration and support to help the Army manage HR functions such as personnel structure, training, deployment, compensation, sustainment and transition.
The HR Solutions Support acquisition stems from a pair of predecessor contracts awarded in 2010 that had a recruiting and retention piece, plus a separate management and administrative support track.
Both parts of the HR Solutions Support contract have a five-year base period with five individual option years after that.
